I am to state to his Lordship that My Lords concur in the suggestion contained in the last paragraph of 1 Post Office letter in regard to informing the Governor of Hong Kong by telegraph of the amount which the Colony would have to make good in the event of the reduction to six pence of the single rate of postage on letters to and from China and Japan.

I have the honor to return the accompanying Papers referred to me by your Lordship on the 11th inst, and to state, for your information, that the Receiver & Accountant General estimates that, of the sum of £12,000 a year the probable additional loss to be occasioned by the reduction to six pence of the single rate of postage on Letters to and from China and Japan, about 50 per cent, or £6,300 would represent the proportion applicable to correspondence to and from Hong Kong, distinguished from Correspondence to and from China and Japanese Ports.
